ESP Light Flashing when turned off

HI,

I have a 2008 Seat Leon 1.9 tdi.

When I turn the ESP off, the light flashes on the dash constantly.

Is it supposed to flash constantly when the ESP is off? Or is it supposed to just stay illuminated?
