I think most of us regard the axle ratio as the 'final drive ratio', so it sounds as if whoever you were "quoting" was giving the overall engine to road wheel ratio by multiplying this by the gearbox ratio.
 
The only figures I have are for the 1.2 'Reference':-
Final drive ('axle/group ratio') 4.188
5th gear (I expect this is the one you want) 0.851
These are from a 2006 brochure.
 
The final drive ratio is usually the differential. You multiply the final drive ratio with whatever gear ratio you're looking at, that gets you from engine revs to wheel revs.
