Front seats

Not sure how to explain this but will try my best.
On the sides of the base under the bolsters there is the wire part of the seat frame, Are these supposed to be fixed or do they move up and down at the front, My thoughts are that they are supposed to be welded and mine have broken would I be correct in thinking this ?.
Both move on the drivers seat and the N/S one does on the passenger seat

Got the seats out and stripped them down, Found the problem and now fixed

There is a steel frame in the sponge part of the base to help shape and support the bolsters, These had worn through the sponge and were rubbing on the steel base in such a way they were grating against each other, I used spray adhesive and acoustic carpet to repair them.
