yeah i was puzzled as well, simple answer is unless you eithe put weight in your car or get lowering springs or replace the suspension this is the case
When you only use lowering springs, you are supposed to chop the original bump stops.
Or ideally buy new bump stops such as powerflex
When i lowered my old mk2 1.4, spax shocks cut springs and cut bump stops - THEN and only then was i satisfied with how low it went.
It was so low that, the front wheels were 7x17" and rubbed NOT on the arch liner but rubbed on the chassis when going straight with a passenger.
