Hi, Had a problem with dashboard cluster, multiple warning lights flashing and power steering stopped working,

Hi, Have a 2009 1.4 Ibiza 6J which has a damaged dashboard cluster, sent away for repair but too damaged for repair, bought good 2nd hand one but need to reprogram to suit my car. Can I buy anything so I can get car to communicate with 2nd hand cluster. Car starts and runs for a few seconds and dash shows SAFE, Any help would be appreciated. Thanks. R.
