How to Turn up the fueling...?

Forget about increasing it, whats causing the lean out would be more important.

Mine is running a wideband and doesn't go above around 11.8 - 12.0 on wide open throttle....

mainly around 11.0 - 11.5 range

most lean running is caused by under reading MAF.
how are you judging yours is lean?

12:1 is usually best power, but common to run a bit richer for cooling issues.
