I'd think that unless you have checked using VCDS or similar, then you would end up guessing, and a typical guess based on the history of the steering column switches is that it would be a faulty switch assembly.
Finding a working used one and swopping them would prove or disprove that, the other alternative could be the BCM and that would be a lot more expensive to replace, unless you can repair it.
