Yes i've cleaned the EGR to no affect sadly..I had this problem only after changing the turbo to a recon unit there is less airflow and Boost pressure as I've recorded it in VAGCOM with the actual boost 300-500mbar off the requested boost.
300 less? I have the opposite problem with over boost and high egr readings after new recon turbo. Could be that your maf needs cleaning. Buy some electrical contact cleaner and give the maf a little blast with it. Don't touch it though just let the cleaner do the work. I bought wd40 specialist quick drying contact cleaner. Made a massive difference. This was before my turbo though. These are my readings

These Recon turbo's really are headaches seems they have to be adjusted properly. It doesn't help that my car is remapped prior to the new unit. I'm not sure the MAF would be the problem as just before going to the garage for a turbo replacement I was receiving like 113G/s reading from the MASS Flow sensor and now I read like 86G/s which if i convert that 113 / 0.8= 141bhp and 86/0.8=106bhp. Car standard is 1.9tdi 105bhp. I think my actuator rod needs shortening but i'm not sure the remap is still on the ECU as the ecu asks for more boost but the turbo won't provide it. On a side note your graph seems like the rod needs lengthening as overboost causes limp mode.

I contacted the turbo company on mine and they said it was set to manufacturers standard. My car is standard. They said that if the maf or egr are out it can throw everything out. Mine had no fault codes. I'm a bit lost what to do next other than take it to a vag specialist.
The fact your code suggests egr I would clear the codes and see if they come back. If so then perhaps consider a new egr or delete kit. It's great having vcds but like me it only provides so much support without a full understanding of the car and part functionality.

I was thinking of taking it to a vag specialist aswell to be honest to get this fixed i too asked the turbo recon company and they said it is set to manufacturers specification. Im just wondering if maybe a boost leak can knock the readings off or maybe a bad MAF i'll have to do more testing.
Do you mean turning the EGR down to a minimum or something i'll have a look in the settings anyway and have a play if not i'll just sell up and get a FR.
No. From memory, i think you start the car. Connect vcds. Go to the engine module. Click basic settings and then you should have a drop down menu. In there you see items that you can put in basic settings. Click egr and it will cycle the egr to test it's operating properly. When you do it the engine note and revs will change and the glow plug light will flash. It takes about a minute or so. I dont understand it well enough to know how you know it's functioning as it should but assume it would throw up a code. Rosstech website may give you more details or someone may assist after reading this
