Melting pipe?

Just had another look at the pipes and I would definitely say its melting, and not due to friction. There is like a black goo over the boost pipe, and when you touch the pipe coming from the fuel filter it comes off on your finger.

This is happening again, pipe was replaced on warranty over a year ago and noticed it again today. The pipes going into the fuel filter are really close to the boost pipe and when I have compared it to other cars its alot snugger in there. Any suggestions?
