Mileage based tax on EV and Hybrid

A new mileage-based tax for electric vehicles and plug-in hybrid cars to be introduced from 2028

How are they going to get the figures I wonder.

Mot tests, as mileage recorded there could be used to average yearly amount and then adjusted up or down at next MOT if needed,

But what do they do for the first 3 years with no mot
