Not Boosting, But No Limp Mode??

How much air pressure is needed to move the actuator rod/wastegate?? I renewed all the lil vacuum pipes and then connected the small pipe coming from the turbo outlet directly to the actuator to see if it moved and it moved about 2mm at the most if any.

So how much air pressure is needed????
