Is that 519 euro’s for a set of 19” alloys?

or is that per alloy

That’ll definitely be the price per wheel.

Most VAG OEM alloys are stupidly expensive if you buy them new as an aftermarket item. As an example, a set of VW’s 19” Pretoria alloys for the VW Golf R cost around £1,000 for the set of four (with tyres) if you specified them as a factory fit option at time of ordering the car. If you bought a set of these wheels from the dealer after you’d got the car - or if you damaged one and need to replace it - they’d cost you between £800-£900 for each wheel, plus you’d then need to buy the tyres separately!

When I worked in parts replacements were also silly prices, but it was possible to get the same wheels at a different price, memory of this is a little vague but I think there a part number in the parts catalogue atone price and another in accessories at another-cheaper-price, quite a bit cheaper. Might be worth finding a friendly helpful partsman* to have a bit of a search and see if VW are the same?

* Sorry, not VW, and I’m retired now.
