How often are the service plan discounts offered?

I think it's about every 6 months they offer discounts.

Ha just did mine a month or so ago but I did have a 4 year one before which was a good saving - no
longer available. I didn't bother with the warranty.

Typical. I took mine out a couple of years ago, and due to a dealer issue managed to wrangle a discount - to what it had been when the discount was on.

I thought it was a good deal with the warranty and servicing and MOT - particularly with the discount they offered later!

They offer discounts and free services etc with mis-builds and mistakes. Probably doesnt cost them the face value that's wrapped up, so it's worth more to you than them. I got three years free service due to mis-build. Consolation prize for the car not built to spec.
