Staggered fitment

Could any one tell me if 16" 8j et15 on front and 16" 9j et 20 on rear fit a mk4 Ibiza.

you could get away with the rear wheel with a stretched tyre but the front i wouldnt have said so, unless it was stretched a stupid amount

The front will fit with a 195/40 and a little bit of inner arch trimming and rolling

I had 8x16 et19 on the front with a 195/40/16 tyre and there was no rubbing at all. I know 4mm is a lot in the wheel game but I think you could pull it off with some arch trimming as suggested.
