The original steering systems of these cars Fabia etc, were made by a different manufacturer maybe these pumps were noisier so needed a "sound blanket" - just be thankful that none of the Polos and Ibizas ever got that system as these "sound blankets" ended up killing the pump assemblies by keeping them soaked in water, not a good idea! I think that even some of the survivors ended up getting that covering removed!
I think that the OP is meaning noises from below the steering wheel and not other far away noises that occur when the wheel is turned - like the Hydra-Electro steering pump - though sorry if I'd wrong!
