after recent service during which break fluid was replaced I've noticed that break pedal is very stiff before I start the car. Almost no movement at all and it is like this everytime.

I know before the service when you pump pedal few times before starting a car it goes stiff but after the service it is stiff everytime straight away, is that normal and actually correct behaviour due to break fluid being new and topped up?

Sounds like you're describing a leak in the servo.

If you pump the pedal a few times with the engine off you will use up the vacuum in the servo and the pedal will feel solid. If you keep the pedal pressed and then start the engine the pedal should drop a little and the solid feel should go. If your pedal feels solid in the morning it may be that the vacuum is leaking from the servo over night.

It feels solid almost every time I start the car now after it's been parked for more than 3/4 hours...
It certainly didn't feel like it before the service.

does this mean that I need to take it in and ask Seat to bleed it until there is no air in the system?
I take it it shouldn't feel solid unless I pump it few times with engine off?

I would guess that you have a leak in the vacuum for the servo, this has nothing to do with air in the brake fluid. The servo is connected to the suction on the inlet manifold and this causes the servo cylinder to be a vacuum. when you press te brake pedal the vacuum is released and this assists you to press the brake pedal (servo assisted). Take it back and I bet they find a split servo vacuum hose.
