Is it possible to make the turbo flutter my Leon TDI ??

The easiest way to increase turbo noise on a TDI is stick on a straight through exhaust system.

Not on a diesel I wouldn't. TDI's don't like dump valves and aftermarket air filters are pointless on these engines.
In fact they're proven to detrimental to the filtering performance over paper elements and generally end up in premature death of the MAF.
