Timing belt broke

Issues with my Seat Ibiza 1.4 Mk5

It appears that the exhaust cam had suddenly stopped spinning whilst at 70mph. This has stripped the teeth off the belt between the cams.
The pulley and tensioners were all fine and had not failed.
On opening the engine I noticed that some of the tappets had moved and were not in their usual place. Some were laying ontop of the cams.
I'm not sure if this has happened when I took the top of the engine off - or if it was the cause of the belt failure.

If it was the cause of the belt failure - what could have caused the tappets to shift from their position whilst the engine was running?

Can these tappets be re-used and placed back on top of the valves/lifters?

The exhaust valves have all been bent as a result of the failure.
