Got the same set up on the mark 2 Octavia. 100% yes you do need the memory seats for this to work.

You'll be very lucky to get them working if you find any -- the car won't have the relevant controller in it to code in.

I tried to activate the dipping mirrors on the Octavia even though I don't have memory seats, but although the coding was accepted, there was an error code saying that the controller could not be reached.
