What ECU flashing/tuning programs can i use with my VCDS Cable?

The VCDS HEX-CAN is the only cable i have and don't have money to spend, what programs work with the VCDS cable in "dumb" mode? I have a AZQ MK3 Ibiza.

You want an MPPS cable to flash the ECU map.
