Check your wheel hubs are straight, one could be slightly bent and can cause this. A Kerb or pothole can be the root cause.

Of the wobble goes when I load the steering, would a hub not wobble all the time. No matter what load is on the steering?

I really think you're barking up the wrong tree there. Poor balancing very often goes away when going round motorway bends at motorway speeds. I really do think that your issue is either poor balance or an (out of round) tyre.
Jack up each front wheel so that it is just a mm or 2 off the ground and spin it. If it's perfectly round it will never rub the gound, if it's egg shaped even by a little bit it will scrape every time it does one revolution.
Get the balance checked and re-done then make sure they spin them up one more time to make sure they have fitted the weights correctly. As said if balancing cures the problem mark the weights with a marker pen to make sure they don't move or come off.

Have you had differant tyres on then with saying 'changing the tyres' ?
Can you feel the vibration through the seat, or just the steering, it has been know that a bad tyre on the rear can cause vibration through the wheel to.

Yeh, 2nd set of tyres, on what was the front wheels. Now have the "rear" wheels and tyres on the front!
Only the steering wheel wobbles at the particular speed, and the wobble goes when you "load" the steering.

Does the car have the original front brake discs? Could you have some cheap discs on that are not balanced?

UPDATE.
Master Tech drove the car, and immediatly said "Oh thats quite bad"
After the dealer having the car for 2 weeks, and having no joy. They eventually decided to get a donor car and start swapping parts.
Eventually they swapped driveshafts and CV joints. This very nearly fully stopped the vibration in the steering wheel. As it was really bad before, and now just slight they reckon they've sorted it!
Its still not 100% right, it still vibrates a little at the same speed. They keep saying its ok now.
I took another LEON FR out aswell to compare, and their car was as I'd expect, and mine still has the underlying vibration, which goes when you load the steering!
Dont know where to go from here as they seem to think its ok, and I dont. I reported the initial problem the day I picked the car up, and its still not right now, and I think they've done all theyre going to do with it!
I feel like i'm fighting a losing battle and do not want to be stuck with a car that isnt right for 2 years!
I'll try and get them to change wheel bearings, hubs and discs aswell but doubt they will, as it would mean ordering new parts instead of robbing of a donor vehicle.
Any thoughts?

You can have the wheels balanced whilst still fitted to the car with a special machine, this in fact will balance the tyre, wheel, brake disc and drive shaft all together. Once balanced you need to mark the orientation of the wheel on the hub so that when the wheel comes off it goes back on in the correct orientation. You will need to google for a tyre place that has one of these machines................and an employee old enough to know how to use it.
I still reckon you have an out of round tyre/wheel. Have you fitted wheels to your car that do not wobble on another car, or vice versa?
Also it could be a worn out damper making your wheel hop and skip over bumps. maybe get someone to drive your car on the motorway and deliberately drive over the cats eyes and watch/video it to see if your wheels hop and skip to the point of seeing daylight under them because they have left the road. I spotted an 11 reg Vauxhall Zafera doing exactly this today, the NSR wheel was hopping and skipping 2 inches in the air if it hit a cats eye. Think about it, if you have this issue loading the wheel on a slight bend will stop it skipping so much.

well you have done all the right things so far , you have compared another car to yours and know that your car has a fault , dont let them fob you off , stick to your guns , put what you know in writing to the service manager , so they cant wriggle out of it.
how long have you had the car? i would tell them you want to reject it for a refund or find you another vehicle.
also if they do change your parts make sure you get a recipt also make a small payment towards the parts like £1 you will get the full warranty of the parts then.

I have this wobble. I know what my symptom is though. I replaced my 2 front potenzas recently with 2 eagle f1s. However instead of putting the new tyres on the front, I rotated (placing them on the rear, thus moving the old rear potenzas onto the front). Now I get a wobble through the steering column between 75-85mph.
This is due to the previous negative camber on the potenzas on the rear. The inside of the tyres are more worn than the outside. Therefore, they are blatantly not great when at speed and must distort. The wobble dissipates slightly at speed when cornering. Im just going to wear them out and then eventually replace them with another set of eagle f1s when I can afford it, and stay below said speed (of course).

UPDATE.
SEAT Technical have advised the dealer to change the gearbox, after they check brake balance. So they are going to remove the box, check for any damage, if they cant see any then they are to change the gearbox, and go from there.
So far Ive got new driveshafts, CV joints, Gearbox.
Whole new transmission at this rate.
Oh yeh and they scuffed my paint on the rear bumper. At least they arent disputing that!

A month on and I go to collect my "fixed" car.
They have repaired the paint scuffs (**** paint job).
Oh and the actual problem (vibrating steering wheel). Wait for it! Still the same!!!
I emptied the car of all my things, and drove off in the courtesy car. Politely explaining I'd had enough.
They've had the car for nearly a month. I've only owned the car 9 weeks.
This was at 1730. Was perhaps expecting the tech manager to be there, as this has been ongoing for a long time, but no. Was down to the service receptionist to deal with. Poor guy got the the brunt of my frustration.
I went back and apologised. He actually sympathised with my situation. I took him out and showed him the problem. He said the manager would phone tomorrow. We'll see, normally I have to phone them.
Afraid I think my Seat days are numbered. The whole experience has been soured by this lemon. Shame because apert from that I quite like the car.

Unfortunately you can't reject the car now, seing as youv'e had it longer than the cooling off period. However, you think they would be able to knock heads together and sort out the problem. Must be steering rack related problem. Lets hope they finally sort it out for you. Just reject to take it back until they have resolved it.
