Seat HQ have been extremely helpful and i have now gotten to the bottom of this so on the off chance anyone else has this issue and finds this thread - here's the breakdown.

There are 2 aerokits for FL cars with the sides/rear being the same in both but the front is dictated by the light choice. It would appear my local garage ordered the wrong kit, found this out / were ignorant of it and fitted it anyway.

The bi-xenon front bumper has the cut outs pre-done and comes unpainted - this is the part that HQ have told me my local will replace. So there we go, thankyou very much guys for confirming I wasn't in the wrong and I'm sure it will get all sorted.
 
if the garage is saying they were ignorant to this fact that is a bit worrying, make sure they check all the parts related to the washers as surely this means everytime your lights were on and you sprayed your jets, your headlight washers were banging into the bumper, this may have caused damage, of course if this wasnt happening because the thing wasnt wired up at all then that proves the garage are twats and knew all about it from the beginning as they knew to disconnect it!
