As far as I know turning lights can be done on the Mk4, nor can auto windows off the fob (though the car does do it with the key in the door) without a KVW100 module.
What do you wish to do with the central locking?
Some things I have done include adjusting the steering weight (to stop twitchiness at motorway speeds) and comfort rear wiper, as well as some key coding. I believe selective unlocking and auto-locking can be done if you wish.

Windows off the fob can be done using the VDS Pro software and a serial lead, see other threads for details.
I'm comfortable using VCDS, but VDS Pro is a step too far for me, I couldn't trust myself potentially bricking the ECU!

Central auto locking - I believe if you haven't already got this, you +32 to your existing code.
This link provides a good amount of information about what you can do with VCDS on the Ibiza. The link mentions Golf/Jetta/Beetle but most of the VCDS related coding is the same as our 6L Ibizas.
This link provides info on adjusting the steering weight. I think I set mine to 000151 but knocked it down to 000141 (or 000131, can't quite remember now) as my power steering started making a bizarre revving noise on the higher setting. It doesn't do it I now I lowered the setting a bit. It started originally on 000121 and it's better now.
Remember, before changing any coding, always make a note of existing coding first, in case you have any problems. This way you can always revert back to your last known good setting.

Everything else I've done has been similar to blanco. Just use the search function up top, all comes up pretty easy. I got a local bloke to do my windows though as don't have vcds
