the wifi hotstop on the Cupra needs to be turned on and my phone connected to it in order to run Android Auto wirelessely.
Is this the correct procedure?

I never connected the phone to the WiFi hotspot to use wireless AA.

I initially setup via Bluetooth like any normal device and then plugged the phone in using USB. The phone/car then auto connected the WiFi so that AA worked wirelessly.

Same, you don't need to manually connect to the hotspot for wireless AA. It'll just happen after you connect via bluetooth.
