Hope you found your answer by now but if not I came across this when I was looking at Air filter replacement (specifically MANN-FILTER C 28 043 Air Filter) for my 1TSI :
"The plastic piece is designed to evenly distribute air across your filter and/or prevent snow/slush from sitting on your filter. The purpose has been debated a lot. You can always put the snow guard back after if you want afterward if you change your mind.
