This can be dangerous but its a way to tell. Put the front of the car up on axle stands and run it at idle in first gear. Get to the front and look to see if the wheels show signs of buckling as they rotate.

Don't touch them while they go or you may end up fingerless

Am i right in thinking that if a wheel is buckled thne the garage(s) that balanced my wheel should have noticed and told me?
Also would a buckled wheel on the rear cause vibrations?

yes , if it was....but since you've driven it away then they'll just claim you did it later.

I had both cv joints replaced and at the same time i put 2 new tyres (rotated the rear wheels to the front and put the new tyres on the rear). The tyres i put were slightly wider (205 instead of 195) but have been told that is fine. Then the car was tracked and wheels balanced.
After all this was done, the vibration appeared :(

Can i rotate the front wheels with the rear ones which would mean that the front will have wider tyres than the rear? Would there be any issues with doing this (apart from handling)?

Dont think it will be with you putting a slightly wider tyre on. I went from 15 inch wheels with 195/50 tyres to 16 inch Oz's with 205/45 tyres and I dont have any vibrations or anything like that.
