Are you sure you are using the right circlips as although they all look the same they are all slightly different sizes and it is easy to get them mixed up. I had this problem after my Ibiza was repaired after crash damage and found out the bodyshop had reassembled the hoses incorrectly hence they were blowing off left right and centre.
Agree about the clips.
Some are only 1 or 2mm different in overall size - almost impossible to tell apart but if you get the wrong ones, they won't hold properly.

also check the clip when fitted to the female only and ensure it's legs are at least parallell or slightly pointing toward each other, sometimes the casting needs relieving, no titterin at the back

You shouldn't need new hoses even on a remapped ibiza as the hose clips if correctly fitted should hold perfectly well. I have heard of people dismantling the hoses and sprained the clips hence they needed to replaced them. Has yours been dismantled at any point do you know as this might be the cause.
If you are set on replkacing the hoses then speak to Forge they should be able to sort you out although I don't think it is quite as easy as replacing the hoses because the ibiza has these locking unions which don't lend themselves to a hose being clamped around them properly.

spoke to forge and every other place forge said they wood email me wen he has designed a set of hoses but that was months ago, he was designing a kit as he has his own fr tdi and he said yes it is a problem with the fr tdi's once remmapped it happens all the time the clips just can't take the stress and eventually give out, nah m8 car only done 19k was going up slip road doin 30mph on 1.5k revs and bang thought turbo had blew but was just pipe
