Yes there has been a few dodgy adverts on ebay recently.

The only way to buy a car on ebay is pay on collection of the car!

Agreed, however some usually require a deposit of say £100 or £50. With the rest to be paid within 7 days on collection. Imagine if they kept making the deposit money of £50-£100 each time. That would still add up nicely over a few months
