Boost cut pd130

Hi i have a mk1 1.9tdi pd130 and at high rpm it hits boost cut changed the map sensor maf sensor no leaks of boost from any pipes or intercooler its as if its getting to much fuel and killing its self i have tryed everything but no result anyone got any clues?
