Climate Control - Constant rushing sound

As the title states... My climate control has a constant rushing sound, almost like water forcing its way past an almost closed valve. It is loud enough to here even when the radio is on low (volumn 10-12). I'm thinking about getting it re-filled but that would be a waste it the issue is terminal and a new unit is required.

I've been searching through old threads/posts but so far haven't found anything describing the same sound. Any info or pointing out a relevant thread would be appreciated...

I had this noise coming through into the passengers footwell. Its fixed now but my problem was when i got my car serviced they didn't fit the scuttle panel properly so all the water was going through the pollen filter and into the car which made a sound like there was coming through.

I've got no issues with water coming in, misting up and I'm fairly sure the pollen filter is only 1 year old. I've had a look and can see anything.

I was wondering if the gas was low would it make this noise?
