Cooling fan switch wiring

I replaced about 6 inches of wire and the connector on the back of the switch due to a broken and corroded wire. Cooling fan still didn't kick in. I read to test the switch disconnect it and placed a wire between the terminal. I read 1 and 2 should be slow speed. 2 and 3 high. I found mine to be 1 and 2 slow and 1 and 3 fast. I've swapped the wires round and still nothing. Can anyone please confirm which way it should be

I've looked up my old Haynes book for a 9N Polo, and, engine coolant switch pin 1 (brown) goes direct to earth : engine coolant switch pin 2 (brown/blue) goes directly to engine fan control unit : engine coolant switch pin 3 (brown/green) goes directly to engine fan control unit

So it is pin 1 you should short to pin 2 for one speed and pin 1 you should short to pin 3 for the other speed. If you have shorted pin 2 to pin 3 then either you could have blown a control fuse or damaged the fan control unit.
