hey guys will the switch sort out the problem

hey guys will the switch sort out the problem?

when i push the driver's switch down the light goes out on the passenger side and window does not move, if i push the passenger down up or down it does not move.

is the passenger switch resisting the driver's switch and thus not allowing it to move?
