When you press this, is the fuel cap meant to pop out? When i press mine, it seems to just unlock it, and i have to wedge my finger/nail underneath to prise it open????

mine pops out too, not sure if it doesnt when engine is running though, otherwise as above.
It just releases the flap, which should spring open. It sounds as though yours has lost its spring or become stiff at the hinges.
On my car, it will only work if the engine is switched off, but it does work if the keys are still in the ignition lock.

Key as to be out of the ignition on mine, and yes it just pops it enough for you to pull it open
