Ibiza 1.9 TDI Boost issues?

Ibiza 1.9 tdi with PD 130 ASZ base with hybrid / pd 160 setup usually boosts about 28 psi,
Ew weeks back started going dead booting it from low revs in second, it would boost up fine but just smoke up and not go anywhere... Since Saturday it is in constant overboost especially in lower gears, maxing out my boost gauge at 35 psi, still lots of smoke and no poke!
So today I decided to plug in my VCDS (lite version) an the snap on Solus Pro, both giving no codes engine or intake/boost related... Only a silly brake light switch code. So I then went on to check intercooler piping for splits or loose connections, vac lines, map sensor wiring and connector all of which seemed okay... Although map sensor played up beforehand but I have repaired the wiring since and it hasn't changed! Actuator on turbo moves freely with no struggle! Does anybody have any idea or know of any issues with this?

@35 psi I'd be getting worried and not doing that more than once what colour of smoke --

Black smoke. Usually really smokey anyway. Just like any other hybrid mapped tdi

sounds like sticky vanes vac leak or a control /Map problem

Starting to think so also. Today I vac tested the actuator and it moves freely and holds vacuum nicely, replaced the map sensor and hasn't changed performance wise. What would be a smart next move?
