I've got a question that I can't find the answer to any where on google.

Q. Can I lower my BHP by chipping and then in turn increase my MPG?

Car is: Seat Leon TDI 110 52 plate 55,000

I was thinking about doing this for 6 - 12 months and then returning it back to standard or better.
 
You can have more bhp and an increase in MPG :)

this would seem like an odd request. In theory dropping power could lead to the engine having to work harder for you thus using more fuel so not necesarily a good thing. A remap for more power can give better mpg because the theory is that more torque means you have to change down less for hills etc.

in both cases i would say its not worth the money for the saving in fuel.
