Assume its not possible to change this to show the opposite, i.e. how much it (thinks) is it in the tank? (I know you can do the maths, but would be easier to just show the value if possible!)

that's a lot for flipping one bit in the long coding...
Anyway, you can do this with any diagnostic tool - OBD11 or VCDS. Activate bit 4 in 10th byte in long coding of Module 17 (Instrument panel). Then you will be able to activate that screen on FIS.
