does anyone know how the Reiger Rear splitter is fitted to the Leon FR? does it require any cutting of the rear bumper? its the one that allows you to keep the original exhausts.

It shouldn't need cutting if you're not changing the exhaust. It comes with screws and adhesive and some crap instructions. I just let the exhaust guys fit mine as mine did need cutting for my twin exit.
