why will it be illegal?

Well it won't be technically illegal as there is no legal upper limit on noise froma car, however every copper will pull you as the law is that a copper can do you for what they believe is a car that has been made to be noisey, its down to their judgement, but trust me, 20vt without rear silencer will be too loud, and as you will have fitted the pipe yourself you would defo get a ticket for it.
