No smiles, or text change options..

Ok, so its been bugging me for a while now, and i am going to ask why...
When i type a posted relpy or new topic etc, no matter how i type it, as a full rply or quick reply i can only write text. I have no option to add smilies, colour or size etc, even if i go advanced this still does not exist. So everytime i want to put a smilie i have to type the thing in. Getting a bit tedious now. Im no computer wiz im afraid, and it probably something really simple i need to do, to allow them. Im on windows XP if that has any relevence..any advice would be much appreciated.....

try under usercp - edit options - Thread Display Options

Under Miscellaneous Options, change the editor from Basic to Standard
