Plastic underneath steering wheel

I have a seat ibiza 2004.

The plastic that is under the steering wheel and goes to the foot pedals is really loose.

I have just had some work done and i dont think they have put it back correctly.

Its the plastic that has the white clip, it does seem like it has screw holes.

It is slightly catching on my clutch, i am going to take it back but wondered what your thoughts were.

I did find a small plastic clip on my mat but can not find where the it goes, this is another white clip smaller than the one that clips above the accelorator.

You need to take it out and you will notice a metal clip on it, Then look at the top of the clutch and you see a metal plate slip the clip onto that, this will stop the movement
