Rear driver side door not opening from the outside

My rear driver side door doesn't open from the outside but it opens from the inside. I can hear the locking mechanism fine when I lock the car. I took the door panel off to have a look. The handle seems like its pulling fine (see picture, exterior door handle is pulled when this picture was taken) but it just won't open?

Any suggestions?
