With regards to pre facelift setup this is the setup on my 2014 OBD11

Control unit 09 (BCM)

Cracking guide..... looking through OBDEleven..... under Control Unit 9, there's an Adaptation HW_Verbau which has an option for 'Insufficient washer fluid'. Don't know if setting this to 'installed' would do the same as VCDS, if you don't have access to VCDS.

EDIT: More for face lift cars, as I don't think you can do long coding on them
