Scuttle vent

This as always been taped up since I got the car, pealing it back it looks like someone has put a thin layer of resin or something over it and then covered it in tape.

Question is, why? I keep thinking about taking it off...

There's a VIN number behind the plastic but it tends to crack and disintegrate.
Maybe the previous owner tried to cover it up for aesthetics?

Yep that's what mine looks like, minus the tape. You couldn't seen the VIN number even when I bought the car 11 years since the clear plastic had already gone dis-coloured.

The plastic isn't water tight so haven't bothered covering it up. But I guess tapping it up makes it look a little better and would stop big bits of dirt/leaves getting in here.

Mine cracked as it was brittle so I picked it all out and covered it with duct tape
