strong fuel smell

Since installing my TIP and cone filter I get a very strong fuel smell on startup especially.
Is this normal?

I guess on first starting up from cold the engine is going to be chucking alot of fuel in to help, does it still smell strongly after the car is warm?

Not really .
Again - it must have been the same before the open air filter.
