Vibration damper pulley bearing - squeaking noise ?

I have been trying to diagnose a squeaking/chirping noise coming from the cylinder block pulley end (on a Seat Leon FR 2.0 TDI 2015).

I was hoping it was just the drive belt or drive belt tensioner, but I've now ruled this out.

I removed the drive belt and ran the engine but the noise was still there.

I've taken some video and pictures of the vibration damper pulley and now wondering if its the bearing for this pulley ?

Below is a video of the pulley running (without the drive belt fitted) - the centre bolt appears to be 'wobbling'...

Is the noise coming from this pulley bearing and if so what is involved in repairing it ?

There is a small amount of oil as shown in the pictures below...
