Its wierd as its sort of been cut and put back into place?!
 
i dont think it will be power steering, im sure all seats use electric power steering.

Can you get a shot of where it goes at either end?

It looks like a coolant pipe but seeing what its connected to would help.

That pipe goes between the air intake and the remotely located diverter valve. Its a boost pipe which operates the DV.
 
They're electro-hydraulic operated, so will still need power steering fluid.

If memory serves me correct, does it say electro-mechanical steering, what is the mechanical, direct mechanical or hydraulics to effect the mechanical part? Just curious, not saying anyone wrong, never saw and power steering fluid reservoir in there.

Correctly. It's the DV return pipe. Once the DV blows, blown air flows through this pipe back to the intake. It serves two purposes. One to keep the blow noise down, two to keep the volume of the air measured for the correct trim. What you perceive as a cut pipe is simply a harder sheath to keep the inside softer silicon pipe bent.
