Is the activation process even possible on the "old" 2013 VIN? Seat never offered it so activation would need to work via the VW portal.

And that's exactly the problem... the solution will be as in the video: a VW unit with a Seat HMI skin. You can see it clearly in the Car Net tile. That's how it works with OEM VW. We're currently working on getting the HMI skin for VW.
