Accessing On-Board Diagnostic codes

i have a seat ibiza 2000 1.4mpi and i was looking around and found that i can make my climate control work as a diagnostics did any of u tried it and i dont have the leaver for accessing the car computer so will it be possible for me to get into or wat pls help guys
