EGR P0401 1.6 tdi 2013

Hey guys! I have P040-insufficient flow detected error code. Car is driving normally. I already deleted error code few times. And I can do easily thousand kilometers with out it showing again. Today I had enough of it and took it to 2 mechanics. First one said to take it out along with DPF but second one told me to put a new part but he also told me that it maybe isnt egr valve at all( he quoted me 800 euros for only part plus 200 euros work). So my question is can it really be something else. Who should I trust(repair or egr+dpf delete).
