Heated drivers seat not working

hi i have a toledo v5 1999 and my seat wont work the passenger one does but the drivers doesn't any one no what to do dont want to go to a dealer tho
 
fuses ? tried swapping switches over ?

compare signals to both sides to see if heat mat gets a decent signal
